The extent of participation in international organizations reflects and affects the international status of one country and its depth of the involvement in international affairs. As for our country, besides accession to more international organizations, a more effective way to upgrade China's internationalization and international status is to host headquarters of international organizations. The outcome is certainly double-win if the international organizations and their host country/city keep a health interaction.Based on a deep research on the superiorities of Switzerland, U.S.A. and Germany, which was manifested in the process of their running for the host of some international organizations, as well as the clauses of several typical headquarter agreements, It is clearly showed that strong economic power, excellent urban infrastructure condition, civilization resources satisfying the requirements of international organizations and domestic legal system are the essential qualifications for hosting the headquarter of international organization, among which the functions of legal elements are critical.Furthermore, if China runs for international organization headquarters in the future, the city of Shanghai, as the most developed international cosmopolis in China, is doubtless the first choice with most competitiveness.For the above-mentioned reasons, and for the purpose of standing out from other metropolises in order to host more and more international organization headquarters representing China, Shanghai should make its greatest effort to cultivate sufficient professionals adept at the operation of international organizations as soon as possible. In particular, we should pay close attention to city utilities and welfare which are big concerns of the international organization headquarters and their staff.
