Study On The Construction Of Referral Health Information Resource Platform Between General Hospitals And Community Health Units

Research background and purpose:The paper started with cognition of the two-way referral in theory and practice at home and abroad, as well as a summarization of the laws of regional health informatization, with the respect to build the two-way referral of health information resource platform between the general hospitals and the community units. The study aimed to unscramble the new requirements for the construction of the two-way referral of the health information resource platform under the new medical reforms, evolve the administrative procedures for the electronic health record, then gain the integrated framework and the application architecture of the platform, and standardize the referral procedures, finally clear and definite its core functions and social support system to security the platform running smoothly.Methods:Using the bibliometrics analysis, the paper collected a number of data about referral and regional health informazaiton at home and abroad, summarized and analyzed the major study views comparably. Then, the paper analyzed current problems of the two-way referral procedures and the health information resource platform with the method of key insider interview, typical field survey and demand investigation and analysis. After that, based on the thematic group discussion, we organized the manager in the health administrative departments, medical department heads, the hospital officers and the community health services personnel for some discussion, and find the obstacles in the platform construction. Finally, we explored some effective solution for it.Contents:Firstly, the paper emphasized the problems, countermeasure, criterion of referral flow and the law of the construction of regional health inforamazation existing in two-way referral in the domestic and international study, further to efficiently application and management of the electronic health record which could be the key point for the platform. Then,based on custom demand analysis, the paper focused on designing of the integrated framework and the application architecture of platform. Finally, the paper paid attention to implementing its core functions in the health information resource platform and constructing the platform's social support system, in order to insure the study application value.Conclusions:The research showed that, in the process of the regional health informatization, the problems could be solved by technology were not final problems. In another word, for the construction of regional health information platform, technology was, is and will be not critical factor, and the key point was to design and improve the procedure of the two-way referral, play the central transfixion role in the electronic health record effectively, and build well social support system. Through fair and effective management, we can ensure the relevant health information resource facilitate circulation and exchanging, further to facilitate of the core functions implement for the two-way referral.
