| Songhuaba reservoir, which provides more than 50% of the urban drinking water supply in Kunming, is the significant headwater of daily drinking in Kunming. Based on this, it's very necessary to enhance the protection of the headwater through several of policies. However, the implementation of those policies has imposed some limitation to the economic development of indigenous farmers, which has affected the farmers'livelihood and aroused an acute contradiction between the protection of the headwater and the economic development of local farmers.The methods of Semi-structural interviews,comparison and analysis,input-output, et. were adopted to analyze the influence of polices on the indigenous farmers'livehood on the basis of understanding the five factors: natural condition, socio-economic situation, polices, technologies and farmers'wishes. How to settle the problems of the local farmers'livelihood and their future socio-economic development in the context of carrying out the protection polices smoothly?Meanwhile using the SWOT (strengths, weakness, opportunities and threats) method find out the SO strategy.It is the most conducive to local agricultural development, basis for further exploring the agricultural development modes. Finally, some corresponding agricultural development models and guarantee measures concerned were advanced. Therefore, the industrial adjustment in protection zone of water source is carried out in the protection of kunming city water safe and explore the industry development of effective modes, coordinate relation betweem economic development and environmental protection, with experience to other protection zone of water source.The results show that:(1)The SO strategy is Rely on transport, environment, resources to build advantage brand.(2)The comprehensive nutrition index tended to decrease, means that, water protection policy has played a positive role in improving Songhuaba'water quality.(3)The policy of"Prohibition of flowers and Restrictions vegetables"made the Low-income households'current annual income At least 50% reduction. Livestock restrictions have little impact on farmers, but also reduce the opportunity of developing large-scale aquaculture.The compensation of"Farmland to forest"is lower than the economic benefits compared with before, which caused significant reduction of Household Income and food shortages of Farmers(Level 2 Protected Area), greatly increased expenditure of life.(4)Total revenue and total expenditure had increased before and after strengthened policies, revenue structure changes from 76.0:10.2:3.7:7.4:2.7 to 73.0:5.1:4.9:9.6:7.4 and expenditure structure changes from 9:66:8:15:2 to 8.8:50.6:13.4:23.4:3.9.(5)During the policy implementation, the strengthening of the water conservation measures, in fact to some extent reduce the farmers'opportunity to deveop, those farmers psychological dependence on government will become stronger,at the same time in the impact of policies, the changes of farmers'production and living habits conducive to environmental protection.(6)Considering the natural, market, policy, technology, farmers willingness, propose 5 agricultural development modes as follows:Walnut intercropping, planting of forest and herb, pollution-free domestic aquaculture + gas + economic fruit forest, planting of organic wild mushroom and artificial mushroom,company+ farmer.(7)Put forward capital, technology, risk, information service, quality and policy six systems to ensure the smooth implementation of agricultural development modes. |
