The accelerating development of urbanization in China leads to our profound thought regards to the China's urban development in the future. To the case of research about the create condition of public art, in the article I will discuss"human","space"and"time"– the three main elements in the public art creation– through the past, current and future of the Zhongshan Road in Hangzhou. To looking for the natures reflected from the public arts, such as the public, cultural, geographical, commercial, historical, reality and the like. Also present the develop directions of the public art: basing on the specific space environment; focusing on the public aesthetic standard and diverse artistic forms, and focusing on the planning mechanisms of urbanization and the operating mechanisms of marketization, and the motivating mechanisms of sustainable urban development.
