Urban planning management is an administrative management that coordinates city regional development, improves inhabitant environment, and promotes the sustainable development of city economy and society. In detail, it is the administrative management to inspect and administrative penalty whether the planning organization, planning permission, and construction projects of the city comply with the content of planning permission. It is directly related to whether the urban planning can be successfully achieved.In the 21st century, civilization comes into an accelerated development phase. With the reform of housing distribution system, real estate of the city develops rapidly. In the process, new problems of planning management emerge continuously with the step-by-step establishment of market system, and many unreasonable and even illegal issues occurred. It is not enough to uncover the fact if we only ascribe them to the real estate developer or constructor, or only blame the un-effectiveness of urban planning management. This article reviews the situation of urban planning management of Shanghai in recent years, investigates relative laws and regulations such as "Urban and Rural Planning Law" and "Administrative permission Law", and reveals from the appearance the cause of the problems: unimproved regulation system and the current management system.On the basis of analyzing these problems, the author raised the following ideas to solve the problem, such as improve the planning regulation, reform the management system, establish and improve the hearing system in administrative permission of urban planning, strengthen the internal systematic restriction of administrative department of planning, and actively stimulate the participation of citizen in urban planning.
