With the development of new urbanization and the increasing of motorization level,urban traffic congestion is becoming an important issue in the development of urban economy and society.The contradiction between the limited time and the space resources of urban traffic and the rapidly increasing traffic demand is the essence of urban traffic congestion.The traditional urban traffic supply has been difficult to meet the traveler's travel demand in the background of the urban residents ' travel mode becoming more and more diversified.At present,with the increasing of the income level of urban residents,the time value of urban residents is higher than before,and the loss of opportunity costs due to traffic congestion has become increasingly valued by travelers.In order to quantify the cost loss caused by traffic congestion,the quantitative measurement of macroscopic data is comparatively more.In the "China major Cities Traffic Analysis Report 2017",which was written by the Large Data of Traffic Research Team of Gaode Map and "Chinese City Research Report" written by the Huiyan Team of Baidu Map and Smart Traffic Team of Baidu Map jointly using urban traffic big data to measure traffic congestion costs At the same time,the deep integration of mobile interconnection and urban traffic provides a new way to alleviate traffic congestion,and the booming development of sharing economy,such as sharing bicycles and sharing automobiles,injects new impetus into urban traffic.Therefore,in the era of rapid development of mobile internet technology,the traffic congestion is examined from the perspective of time and space,and the differential traffic congestion management path is proposed based on the heterogeneity of traveler's temporal value,which becomes the urgent need of urban traffic development.This research based on the urban transportation demand and supply,urban traffic externality and urban traffic public goods and other urban traffic congestion theory and travel time distance,time value and other space-time economic theory to build the theory framework of urban traffic congestion management from perspective of spacetime,in order to explore the space-time perspective of urban traffic congestion formation and micro-mechanism.Based on the experience of urban traffic congestion management in New York,Paris,Tokyo,Singapore and other developed countries,this paper summarizes its enlightenment to China from the aspects of public transportation development,traffic management,traffic culture construction and intelligent transportation system.This paper used the RP/SP Survey of Tianjin City: using the "The Traffic and Housing Survey Questionnaire in Tianjin 2016 " to get the original data of urban residents ' travel costs in Tianjin.Based on the survey results,the spatial and temporal characteristics of urban residents commuting in Tianjin were depicted,and the traffic congestion costs of different occupations,ages,education levels,Hukou and income groups were quantitatively measured and compared.Based on the mass heterogeneity of traffic congestion cost,this paper probes into the mechanism of urban residents ' congestion cost reduction from the perspective of public transport priority,technological innovation and economic means,and based on this,constructs the urban traffic congestion management mode from three aspects of concept guidance,planning and construction,and operation management.Finally,the paper puts forward the combination of urban traffic congestion management policy,such as constructing the comprehensive policy system of traffic congestion,strengthening the construction of public transport software and hardware and promoting the deep integration of "Internet + traffic".
