In recent years, Shanghai urban road infrastructure construction has got considerable development, Road network has begun to take shape, forming a freeway as the main skeleton of road transport network, but still cannot meet the traffic demand growth. Over the years, the practice experience at home and abroad that rely solely on the construction of road infrastructure and the traditional management mode: such as congestion charge, single day limit, to solve the traffic problems, not only high cost and serious environmental pollution, and alleviate traffic congestion effect is very limited. Electronic technology, communication technology, computer technology and automatic control technology development, to solve the problem of traffic provides a new way of thinking, that is, not only should build more road infrastructure, and more should be used in modern technology to control and manage the city traffic more effectively, improve the mobility, safety, and maximize the traffic efficiency of the existing road system. Therefore, Transportation Systems Intelligent(ITS) is an effective way to solve the problems of traffic congestion, traffic accidents and environmental pollution.Therefore, This paper attempts to explore the development process of Shanghai intelligent transportation system and the experience in management of traffic congestion, through quantitative analysis of the traffic congestion cost savings in Shanghai after the introduction of intelligent transportation system, through the empirical method to determine relationship between the intelligent transportation system and the cost savings, and then to improve the intelligent transportation system in Shanghai and other parts of the country to provide a constructive opinion. Based on collecting a large amount of documents and data, this paper calculates the traffic congestion cost savings of Shanghai since 2005, and then makes an empirical test to explore specific quantitative relationship between them. The final results show that intelligent transportation system has achieved good results in improving the road capacity, reducing pollution gas and reducing traffic accidents, And introduction of Shanghai intelligent transportation system since 2005 cumulative savings environmental protection,road construction, road safety approximately 512.1 billion, which is far greater than the investment in intelligent transportation. Through horizontal comparison, it is found that the intelligent transportation is the biggest contribution to reduce road construction cost, followed by in time and energy costs, and finally the traffic safety and environmental protection, From this we can conclude that the investment of intelligent transportation in Shanghai will bring huge social benefits. Finally through the empirical research, the paper verify that investment of the intelligent traffic management system and reduction of traffic congestion cost is positively related. Therefore, in the process of urbanization, the state should pay attention to increase the investment in intelligent transportation system.Through horizontal comparison, it is found that the intelligent transportation is the biggest contribution to reduce road construction cost, followed by the road safety, and the last is the environmental protection. From this we can conclude that the investment of intelligent transportation in Shanghai will bring huge social benefits. Finally, the intelligent transportation is more and more show its tremendous role, but this is only one aspect of governance traffic congestion, in the face of traffic congestion this kind trouble of world, we should focus on urban planning, industrial layout and more standardized national strategy of the macro level, through the implementation of comprehensive measures, traffic congestion will be greatly improved.
