China's expressway construction is in its peak period. By the end of last year, 34.2 thousand kilometers expressways (from MOC website) have been built in China and a radioactive expressway net has been basically formed. With the establishment of the expressway net, the expressway service areas have been born. As a national important infrastructure, expressway's resource has been developed and utilized well. Expressway has been developed well while promoting the main industry increase and is becoming a new economic increasing spot in expressway industry chain, which forms "a second industry" of expressway. Service areas is a necessary facilities in expressway and can provide services for expressway users, which is very important for road safety, transportation benefit and alleviating drivers tiredness, as well as vehicle's usage limitation. Expressway is a kind of long-term transportation mode with closed accesses, on which people and vehicles need necessary service, such as dining, accommodation, gas up and repair. However, unlike common highway, expressway is forbidden to set any service area at any location. Service areas can only be allocated in a certain area with a certain distance.Due to its functions of rest, shopping and sightseeing, as well as reflecting the local economic and culture resource, in a sense, service areas can be took as a supplement and extension the town and a unique "small society". All economic items in the service areas are business activities except for parking and restroom, and all activities are made by drivers, passengers and vehicles, which is called the third industry and the extension of the city's service industry. with the extension of the mileage and the increase of traffic volume, the service items' kinds and quantities of service areas need expanding to form a special economic areas and its industry value importance has been highly noted.Service areas, has become a new economic increase spot in expressway industry chain, which plays a more and more important role in the service of the people, vehicles and roads. The planning, construction and utilization of expressway service areas in Yunnan province are lagged behind the country. 555 kilometers expressways are under the management of Kunrui expressway Corporation. Kunmo Expressway Corporation manages 16 service areas including Yuxi—Yuanjiang, Yuanjiang---Mohei, and Simao---Xiaomengyang expressway. Dongbu Expressway Corporation manages 4 expressways of 340 kilometers opened to the traffic including Qujing---Shengjingguan, Songming—Daibu, Kunming---Shilin, Yanshan---Pingyanjie, and 6 expressways which are under construction including Suifu---Maliuwan, Zhaotong---Daibu, Luocunkou---Funing, Mengzi—Xinshao, Xingoping—Hekou, Pingyanjie—Suolongshi. There are 63 pairs of service areas that are built and under construction in Yunnan province.The paper studies in the following 3 aspects: First, analyzing the expressway service areas in the developed areas in China by looking for the website and reading materials; Secondly, analyzing the existing problems in management of service areas in Yunnan and China. Thirdly, By the investigation on the location of the expressways service areas for both China and abroad, and the built service areas sample in Yunnan, analyzing and studying the each functional areas allocation of the built expressway service areas in Yunnan to provide a scientifically base for the location and planning of big spot, and a allocation plan for service areas plan location and construction areas, for further guiding the scientifically and healthy development of the planning, construction and operation of expressway service areas in Yunnan province.
