To solve the problem raised by inconsistency between the traffic capacity and the practical scale of expressway tolling station, expressway management departments have been promoting ETC technology stage by stage in recent years.But it's in a initial probing period for comprehensive analyse about the social,technical and economical effects by different tolling system upgrading schemes involved in the process of introducing ETC technology, and there is little mature quantitative method. In light of analysing the features of expressway tolling methods, the paper identifies and meatures the social and economical benefit and cost of tolling system upgrading. Based on the comprehensive effect of different ETC upgrading schemes, the paper establishes a set of quantitative assessment index system. Fnially, the evaluating method is applied on a specific case by using the Grey Correlation Degree and Analytical Hierarchy process.The reserch outcome of this paper mainly includes:Firstly, analysing the technical character of all kinds of tolling schemes and especially ETC tolling technology,the paper suggests to introduce ETC tolling technology to existing manual semiautomatic tolling pattern,thus offers a feasible approach for domestic expressway managenment departments to introduce ETC tolling technology for enhancing efficiency and solving the "bottleneck" in the toll station;Secondly,a set of assessment index system has been established, which is fit for the comprehensive effects by introducing ETC technology, and makes a reference for system effects evaluation of tolling mode adjustment;At last, with the principle of Grey Correlation Degree, combined with AHP to determine the weight of assessment index,and according to the multifactor and multi-index of changing ETC tolling mode, this paper puts forward the correlation method for project decision-making. The case compuation in the paper can make a reference for engineering technician and manager.
