Development goals of the highway itself is built from the highway to the highwaytowards the modernization of management, the "loans to build roads, pay loan" as the mainmode for highway construction, with the gradual formation of highway network, informationtransmission and exchange of new demands, become the most important issue facing theexpressway operation. In order to solve the traffic capacity of highway toll station andtoll-scale conflict between the highway management department in recent years, ETC(Thefull name of Electronic Toll Collection, hereinafter referred to as "ETC")charging method isgradually extended, but the process of charging methods for the introduction of ETC to thevarious fees involved in system improvement project, and the resultant the social, technical,economic and other aspects of the combined effect is still at an early exploratory stage. In thisthesis, a variety of charges by way of highway, and the technical characteristics of ETC tollanalysis, fees and charges in the existing semiautomatic mode, the way the introduction ofETC toll technology, so as to smooth the introduction of national highway managementtechnology to improve the work of ETC toll efficiency, resolve bottlenecks toll station,provides a way for reference; paper designed for a specific situation in Shaanxi ETCapplications, after adjustment for the charging method provides a design reference forreference and briefly on the ETC designed for use after the social and economic situation wasevaluated.
