With the rapid development of shipping industry, quantity and tonnage of vessels are increasing steadily. More crowed traffics cause great increase of probability of maritime accidents, which leads to not only huge loss of life and wealth but also severe pollution to the environment. Therefore positive scientific and efficient measures should be taken promptly to prevent the accidents.The web-based maritime affairs database helps to maintain the safety of navigation due to its integration of maritime information. For instance, it can provide the maritime safety administrators with maritime details for their looking into the real cause of former accidents, which is helpful for the constitution of effective rules and regulations. Meanwhile, maritime affairs database can provide the educational institutes with typical accidents for their students to have more cognition of safety at sea. Furthermore, it can help shipping companies establish an effective management system to ensure the navigation safety.In this paper we have done some research on the maritime theory and set up the web-based maritime affairs database. We also successfully develop the function module of ontology-based semantic matching for searching of maritime affairs database. The significant works includes:1. We make an analysis of the maritime affairs as per the main factors and characteristics, which plays an important part for the foundation of the maritime affairs database.2. By comparing the current maritime information systems, we set up the frame of the database and realize the function module of database using the apache and php technology together with the mysql database technology.3. In this paper, we first formalize the maritime items with concepts and relations from ontology. Then using the distance-based semantic matching approach we can calculate the semantic similarity between two concepts and give the most promising outputs.
