Electricity is the most widely used energy, which has a great influence on the national economy and the people's everyday life. As a special kind of commodity, it also plays an important role in today's world economic system. As the base of electric energy trade, the accuracy of electricity meters strongly influences the fairness of the commerce balance. The improvement of the accuracy of national electricity metering not only can upgrade the whole level of metering of electric power, but also can accelerate the progress of energy industry and promote the development of national economy.With the improvement of national electricity metering economy, the accuracy of civil and industrial energy meters has been raised from grade 2.0 to grade 1.0 and grade 0.5 respectively and some industrial meters even have an accuracy of grade 0.2. However, most verification devices made and used in our country currently cannot meet this development. So the verification devices with an accuracy of grade 0.01 have to be invented to break the bottleneck of electricity metering.The purpose is to review the current technology, evaluate the influence of the modes of measurement and operation on the measurement accuracy, and develop the principle of high accurate three-phase energy standards, in order to advance the system, help the industrialization of the technology and improve the level of the electricity metering.The dissertation mainly studies the problems including the constitution and switch of poly-standard, various error compute modes and highly stable power supply. The focuses are how to generate sine waves by digital signal, how to adjust the amplitude, phase, frequency of the power source in digital way, and the electric circuit of the amplification of voltage, current and power.Based on the research, the dissertation introduces the development of metering of electric power and the domestic and international energy standards. Then it presents a verification device for three-phase electricity meters based on the C1-2 power converter with an accurate test power supply. With the introduction of systemic control, an automatic verification is achieved. The device can measure all kinds of active and reactive electric energy using different modes of energy standards including main standard, standards appended inside and outside.
