At present the problem that the sailors get a job on ship with a forged qualification certification is very serious, and this has caused the attention of every country's maritime affair administration. Since 2000 International Maritime Affair Organization has received the proposal about the crackdown of illegal action on forged certificate, and has made it one item of the agenda in the sailor's training and STW. In view of the serious problem that some sailors get a job on ship with a forged qualification certification, this article propose to take a series actions including the introduction of advanced technology such as identification biologic recognition system—fingerprint IC card Identification Recognition based on the former mechanism, the data base foundation of sailors' information, the share of sailors' information data, the foundation of information base combined by dynamic and static information and so on so as to improve the ways of field supervision and management as well as to crack down on the illegal phenomenon of sailors' working with forged qualification certificate. With the help of the above actions, the quality and management degree of maritime affairs administration could be improved.In the light of the application degree of information technology, the information share status, the main problem in the sailor's identification recognition and the development trend of information technology, the article introduce the fingerprint IC card identification recognition technology into the field recognition management so as to achieve goals in three periods. In the near future, with the application of sailor IC card project we try to resolve the problem of insufficiency of information resource; regarding to the share difficulty of field dynamic management and static management, make it a breakthrough point so as to realize the correct recognition for sailor's identification and the prohibition of forged certificate. In the middle period, realize the goal of sailor information management through a card. In the future, make it a proposal for International Maritime Affair Organization as an effective measure in cracking down illegal actions such as forged certificate.This design and research is particularly set up with the accordance of the first stage's goal. At first with the heritage of the cream of existing management system and the application of the designed combined by B/S and C/S, we upgrade the existing sailors information management system, and at the same time we prepare the data interface of fingerprint identification recognition system in advance. Then with the help of sailor information management software and IC card read-write machine, we can put the sailor's fingerprint information as well as some other sailor's information into the IC card which not only has anti-counterfeit character outside but also has the sailor's personal information inside. Through the mobile and portable fingerprint IC card identification recognition machine, the field management staff from maritime affairs organizations can figure out the authenticity of sailor's identification after comparing the photo and the unique fingerprint respectively, which makes the recognition in fixed field and flowing field available at any time and put end to the forged certificate.What is more, we have designed the IC card online function. Taking the IC card as media, we can exchange the sailor's field dynamic management information and static management information through the writable and downloadable function of portable machine, which makes the information shared. At the same time, according to the executive mechanism, management model, business requirement and detailed application the IC card function, type, structure, content and read-write authorization limit is designed respectively, and we have designed the protection function for the safety of IC card management system and card system.Through this design and research, we can make up the shortage in cracking down on forged certificate and the insufficient measure of field supervision and management. Due to the uniqueness of fingerprint, in safety field it makes the sailor's information management step into an upper stage and has improved the management degree of maritime affairs effectively.
