Electric power demand side management (DSM) is used as a support means to improve energy efficiency, use reasonableness and to optimize resource deployment, with increase of electricity use factor and change electricity use mode, DSM is paid more broad attention as it fulfill energy service at the same time it reduce electric use and demand to retrench energy and protect environment. So the work of strengthen DSM is imperative under the current situation that a new round electric shortage period is coming.The fast development of communication and information system also affect the future of DSM. The advantange of communication means can provide economic intercommunication of electricity vendor and consumer. Simultaneously, information process ability will improve intelligent device deployment inside electric power system as well.Along with the development of mobile communication technique, mobile GPRS (General Package Radio Service) platform can realize IP connection anywhere and end to end wireless transparent transmission, so that it can provide convenient solution for electric power system existing long-distance connection of intelligent terminal with host station. Under above background, this thesis is based on introducing how to build GSM (Global System for Mobile ) support system, lucubrate the application of CMCC GPRS in electric power system. It describe a real-time data collection, monitoring and control system for electricity use by utilizing existing user-side digital multifunctional electrical meter as data client through GPRS network, to make up DSM technical support system low cost using current devices.The electrical meters as data collector usually provide serail RS232 interface for data monitoring. Current normal meter datas transmitted through RS232 are encapaulated with the second protocol (link layer). This link layer data can not be transmitted transparently within GPRS network. This project is researching and developing how to fulfill real time and stable data collect and monitoring between electrical meter data through RS232 and centra station using GPRS network.. The desigh kernal is the communication controllor between electrical meter RS232 output port and GPRS MODEM, software system of central station communication server and network solution.
