Distribution network SCADA (Supervisory Control and Data Acquisition) is very important in power system automation. Low pressure distribution network has a lot of lines which are here and there. Obviously, concentrative management is the best method that setting a supervisory center to administrate all the real-time monitoring machines, that are installed on line columns.To communicate between real-time monitoring machine and the supervisory center, it is very important to select appropriate communication network. Analyzing the actuality of SCADA and the feasibility of GPRS, the GPRS network is selected as the communication channel.The real-time monitoring machine collects three-phase power data, current time and relay status, analyzes the data to judge weather or not over limit, if it is over limit, machine sends all data to supervisory center, if not, machine sends all data to supervisory center every fifteen minutes. Supervisory center can send command of turning on or turning off relay to machine which will execute the command.To complete the process, we design the hardware firstly, which includes data collecting module, IIC Bus module, relay control module, GPRS communication module, power supply module and MCU (Micro-Control Unit) module. Secondly, analyzing the demand, the software is divided into two parts, the collecting and computing software and the controlling software. On the collecting and computing software design we adopt C51 language to program. On the controlling software design we adopt C51 and assembler language to program, design a simple real-time multi-task system as the core, divide the system into several tasks, and give different priority according to the nature of the task. This not only meets the requisition for strong real-time character of the power system but also raises the flexibility of the software system greatly.We also design EMC (Electromagnetic Compatibility), we take some measures from the hardware and software separately.
