It is intricate and complex of any program of Unmanned Aircraft Vehicle (UAV), and the project cycle in Researching and Manitfacturing is very short. A successful project management is vital to guarantee the program to complete on time. This paper faced to the practical requirement of UAV's Research and manufacture, followed advanced project management theories, commenced with planning and processing of project management, studied workflow technique and its application in shoring the low layer management, introduced computer to support the course of the Research and manufacture of UAV, consequently realized to control the total course in real time and dynamically.According to the characteristics of the computer system of UAV enterprise, such as distribution, heterogeneous, autonomy, realtime, this paper studied application of the techniques in the UAV project management, including UAV workflow model creating and analyzing, and reached the whole system of workflow management. At the same time proposed the software architecture of a web-based workflow management system, and introduced in detail the XML-based workflow process definition and the distributed workflow engines. The workflow management system (named UAV-PMFlow) of the paper study faced to the project management of researching and manufacturing of UAV. And adopted the method of activity-based workflow modeling and the executive system of Web-based distribution workflow. It had distributed modules structure, modules in the system including the project management tool, workflow modeling tool, workflow engine, consumer interface, and other shoring modules such as database etc.
