Study On County (City) Region Urban System Planning In The New Era Of China

Along with economic globalization, informatization, knowledge economy development,market economic system of China is established, Marketization institution is established inChina, China has entered a new epoch that is rapid economical and social development,profound framework structural transformation, traditional planning concepts and methodsare gradually exposed shortfall which is incompatible with the characteristics of the timesin the new era. For example, in a long time, China's urban system planning has beenstressing the government's macroscopic control, arranged and distributed various elementsfrom above to below with a strong arranged color, ignores the application of marketeconomy instrument, causes urban economic development to be not sustainable. Besides,among the development of the county (city) region urban system, ecological environmentalproblem is one of the most prominent problems, it has risen to the height of ecologicalsafety. It is urgent to establish ecological environmental goal which is suited developmentlevel, in order to protect and restore healthy ecosystems.County (city) region urban system is a entirety with many towns; it is a natural,economic, social complex ecosystem. The harmonious urban development needs toachieve economic, ecological, social sustainable and harmonious development. So, thispaper presents the theory of county(city) region urban system planning which adapts to thenew era in China-the theory of county(city) region urban system sustainable development,introduces economical theory and methodology in urban system planning in order torealize the global optimum of economic, population, resource and environment; introducesecological theories in order to achieve the ecological security and habitat ecologicalenvironment health.This paper introduces urban system concepts and urban planning concepts, discussesurban system planning's development in the past 100 years domestic and abroad;detailedly analyses the existing theoretical basis on the advantages and disadvantages ofurban planning applications. On this basis, this paper explores to construct the frameworkof the theory of county (city) region urban system planning; puts forward the generaltheory of county (city) region urban planning in the new era--the theory of county (city)region urban system sustainable development. This paper introduces the theory ofsustainable economic development and the theory of ecologically sustainable development,and discusses the appliance of geographic information system as new technology means in the county (city) region urban system planning.This paper attempts to integrate the theory and methodology of economics, ecology,geography, constructs the conception that integrated county(city) region urban planningtheory, explores the theory in the new period to guide the development of the county(city)region urban system, compiles county(city) region urban system planning in a new method,improves and completes China's urban planning theory and method, offers reference andfoundation to promote county(city) region urban system and urban system planning todevelop continentally, healthily, scientifically.
