In Small Town Water Supply Security Survey

According to the United Nations information, by the end of 2000, in the world, there are 1.1 billion people lack safe drinking water,2.4 billion people without basic health facilities, and about 3.5 million people die of water or sanitation-related diseases a year. It was put forward in the United Nations Millennium Declaration that by 2015, the population proportion of the people who unable to get or afford safe drinking water is reduced by half.As of 2002, there were 19,800 small towns in China. The small town means the town in that the number of resident population is no more than 10,000 people, mostly in where the township government is. With the development of society and the improvement of living standards, there is growing concern about human healthy, then water quality is linked to safety issues. With the all-round construction of well-off society, the construction of small towns will be quickly developed. It is predicted that the national towns will reach 25,000 to 30,000 by 2010. It is clear that small town water supply facility is in the period of a high-speed growth. In recent years, the development rate of small towns is fast in Yunnan Province. However, the rate is still behind the national level and is still not meet the requirements of economic development. By the end of 2000, It is 340 national towns in the Yunnan Province, for only 23.27 percent of the total number of townships. It is much lower than national average level.With the rapid development of construction of small towns, there are phenomena as follows:the water supply volume is unable to meet the demand, the infrastructure is weak, the planning is unreasonable, the level of small towns water supply facilities is behind, pipeline service life is long, serious leakage, water supply and water volume is inadequate,and users can not access on-demand. To ensure the safety of drinking water is directly related to people's health and life security, to social stability and the enhancement of the comprehensive national strength. It is also the concrete manifestation of building a harmonious socialist society.The paper was based on the investigate subject of Jinghong City and Towns Infrastructure Construction in Rural Villages and Towns which is presided over by the Yunnan Provincial Department of Construction. It collated statistics through the on-site infrastructure investigation of small towns in the typical areas of Yunnan Province and combined the whole survey of the water supply facilities of small and towns in the Yunnan Province. Then it concluded the problems of water supply facilities after the situation of them in small towns in Yunnan Province was studied and analyzed. As to the safety water supply in small towns, in accordance with the water supply process, the three security-related content was discussed including the protection of water resources, water purification and water distribution safety, combined with the two small towns water supply project examples. It proposed that concrete measures. And it also looks into the future of small towns water supply safety. This study helps to promote water supply enterprises to adopt advanced technology, technology, materials and equipment, to improve enterprise management system and raise the level of management, to promote technological progress of the water supply industry and to improve town water supply safety and reliability.The research can achieve the following purpose through scientific research. To find out the characteristics of the quality of water sources, to carry out ecological protection of the water sources, to improve the conventional treatment, to add advanced treatment technologies, to combine the water purification technology, to optimize the distribution network of pipes designed, to ensure water quality safety in the distribution process, to effectively raise water supply quality. It is a fundamental measure to protect the majority of the people of the safety of drinking water, and it has realistic significance for supporting the sustainable socio-economic development.
