Along with the development of society and economy, the need of the mankind to water resources continuously have been increased, at the same time, a great deal of Pollutnats have been let to water body. Many regions are not only running low water resources day by day, but also facing a series of environment problem. Therefore the Problems of water enviroment , such as scarcity and pollution , have become restraints against the sustainable development .In Yang zhou City, the main use of water resources is exotic water. The qua- lity of underground water is better, but with limited potential for exploitation. In the water environment, only a small part of the river in Yangzhou exceeded. water quality is better. For utilization of water resources in Yangzhou City, agricultural water is occupying the largest proportion. Next is industry water and ecological water.The main contents of this paper include (1) According to the definition of the water environment carrying capacity, this paper given a reasonable model of bearing capacity of the water environment. it analyzed a single system of water resources and water environment, for calculating the water environmental capacity of Yangzhou; (2) This paper take the experience of projection model to forecast Yangzhou target population. (3) This paper calculate the target carrying capacity of resources in Yangzhou City and the actual possible values of carrying capacity ;(4) This paper calculate the target carrying capacity of environment in Yangzhou City and the actual possible values of environment carrying capacity;(5) This paper calculate the target carrying capacity of water environment in Yangzhou City and the actual possible values of water environment carrying capacity,at the same time ,proposed the way to increase the water environment carrying capacity utilization of Yangzhou City.The results show that:(1) The results for the years 2010 and 2020 are respectively 460.8 and 477.65 million population;(2) The results of resources carrying capacity are 3138,5506 hundred million for 2010 years and 2020 years.(3) The results of the actual possible values of carrying capacity are 218912,221547hundred million for 2010 years and 2020 years.(4) The environment carrying capacity for 2010 years is the range of 878 to 6276 hundred million ,and the range of 1859 to 8885 hundred million by 2020 years;(5) The results of the actual possible values of environment carrying capacity are 29323,57042 hundred million for 2010 years and 2020 years.(6) The water environment carrying capacity for 2010 years is the range of 878 to 3138 hundred million ,and the range of 1859 to 5506 hundred million by 2020 years;(7) The results of the actual possible values of water environment carrying capacity for 2010 years is the range of 791 to 29323 hundred million ,and the range of 1134 to 57042 hundred million by 2020 years.
