As world economy increases at an incredible rate, industry starts to transform and ecological civilization construction is irreversible. But how to strike a balance between industry development and ecological environmental protection is still a problem. After its reform and open toward world, China has entered into the fast lane of economic growth under the double pressures of social and economic transformation. The gap between city and rural area is mounting daily, the three rural issues get forthermore outstanding, socialist new rural construction followes out with new ecological issues. It is therefore curucial for the government to take resoponsibility to tackle these issues timely and effectively.Under a general analysis, I believe the ecological responsibility is the co-pay logica extension of governmental responsibility, such as political,and moral,social and economical responsibilities. It is the government's role to creat an eco-friendly environment and push forward a social,economical and ecological parallel development in new rural constraction. The central government in fact has already implemented its function in this field. However, the local government is still be frought with many constraint factors. Some subjective or objective or managemental problems drive it hard to play the leading role of ecological construction.In the new pattern of public service theory, push the government to implement its ecological responsibility in new rural construction:learn from the Western experience to adopt economic measures, intensify community force, probe into new model of government plus enterprises eco-management, to develope resource-economical and environment-friendly "two-type agriculture", to foster low-carbon government system through its performance evaluation index reform, to swith on the accountability mechanism of government ecological construction through law enforcement, to elevate ecological civilization through publicity and education.
