The Governmental Eclogical Responsibility

During the three decades of Reform and Opening up, China's economic development has made remarkable achievements. But the growing environmental pollution of china made the conflicts between man and nature becoming more and more serious. In the face of ecological crisis, the lack of ecological responsibility of the government has begun restricting china to achieve sustainable development. So in the process of building the ecological civil society, how to construct the theoretical system of ecological responsibility is the urgent need for our government.On the basis of scientific development and ecological civilization theories, our government uses cultural, economic, legal and other means to eliminate the ecological damages of the environment, establishes the harmonious development concept in the whole society and intimates the eco-civilized society. In this paper, the theory of ecological civilization is the theoretical basis of the government's ecological responsibility. The practice of the government mechanism is built on the ecological component of the four ecological responsibilities. Through the analysis of the algae crisis in Taihu Lake, the writer summarizes the systems, policies, and awareness, securities deep-seated reasons of the central and local government. And give the practical solutions to the root causes of these problems. The algae crisis in Taihu Lake represents the problems in all our environmental resources. It can be a reflection of main drawbacks in the course of our government in dealing with water pollution and other nature resources protection.The ecological responsibility of our government systems already have a good material and practice foundation. Marxist theory of ecological civilization and the traditional Chinese civilization provide the important theoretical foundations for the realization of the government ecological responsibilities. The rapid socio-economic development provides the strong material foundations for it. The raise of the citizens' ecological environment awareness provide a solid social foundation for it. And the foreign government successful practice in ecological responsibility provides useful practical experiences for it. The construction of government's eco-responsibility needs four steps. Form the cultural and moral level, construct the "Chinese-style eco-culture" and make it one of the moral cores of the society. From the system and the polity level, construct the "eco-system", promote the green GDP assessment system, ecological compensation system, environmental impact assessment system. From the industrial economy level, construct the "green industry", develop the green businesses and environmental protection industrials, and promote the construction of the circular economy. From the social security level, promote the social development of the "eco-behavior", advocate eco-social behavior from the individuals, businesses and social perspectives.
