Ecological civilization is so far the highest form of civilization in human history, and also a scientific summary of human experience of civilization development. [1] Whether from the perspective of the evolution of human civilization structure, or of the relationship between human beings and environment, or of modern human beings'environment education, the environmental education legislation including eco-civilization, with its Chinese characteristics, is the heritage and development of the traditional concept of environmental education. In this paper, the author not only has done an innovative theoretical research on the legislation of environment education academically, but also has combined the ecological civilization with the legislation of contemporary environmental education in practice, especially with the establishment of environmental education legislation in accordance to the specific national conditions in China, predicting a prospect of its environmental education legislation and providing a new perspective for China's environmental education responding to legislation ecological civilization, which further makes the direction of environmental education legislation clear in China.This paper, centered on the concept of ecological civilization, from the levels of theory, technology and practice, tries to explore the issue of environmental education legislation, and under the guidance of ecological civilization , based on the premise of specific analysis on environmental issues, environmental education, and environmental education legislation, introduces the construction of legal systems in foreign countries, then offers reasonable proposals to environmental education legislation for our country. This paper will illustrate these questions from the following six parts:The first part is the introduction, which expounds the significance of the selected topic, research background and the present research conditions both at home and abroad, including a brief introduction on the main innovative points as well as the research methods adopted here.The second part makes a specific analysis and summary on environmental education from the ecological civilization point of view. Ecological civilization, being the new demand of environmental education, is of great importance and necessity.This section describes the connotation of ecological civilization, its characteristics and development, and points out the close contact between ecological civilization and the construction of legal systems on environmental education.The third part is analyzed and summarized respectively from three points of view, that is, the environmental issue, environmental education and the legislation of environmental education. In the course of the legislation, the first and most urgent task is to get a clear understanding of our current environmental problems. Second, the significance of environmental education based on current environmental issues will be explored. Third, we must recognize the present situation of environmental education system, as to strengthen our environmental education legislation from perspective of ecological civilization, making it be in line with local conditions and take on distinctive Chinese characteristics.The fourth part tries to make a summary on the legislation of environmental education abroad. After a general overview of legislation abroad, the legislations in United States, Britain and Japan and other countries are introduced and analyzed, which will provide experience and inspiration in such areas and lay foreshowing for the later part of environmental education legislation.The fifth part, through the construction of concrete and effective legislative systems for environmental education, provides adequate system support for the establishment of ecological civilization. Specifically, from the general principles of environmental education (its concept, its nature, legislative basis as well as the reasons and purpose of legislation), the environmental education programs and work, the rights and responsibilities of environmental education department in charge, the provisions about the protection of environmental education, legal responsibility of environmental education, these five main aspects we set up the content of entities. At the same time,"procedure justice"in the legislative process of environmental education needs to be emphasized. In addition, according to our basic legislative model, we should have the process of environmental education legislation formalized and continuously improved, the environmental democracy promoted, full public participation in the legislative process achieved, making the environmental education legislation more specific and operative.Part VI is the conclusion. After a summary of the whole text, the value of enhancing environmental education legislation in the continuous development of ecological civilization is presented.In the view of ecological civilization, the environmental education legislation not only affects our social economy, culture, environment and other fields, but makes a difference on the improvements of ecological environment and the level of social civilization. The legislation on environmental education enhances the importance of ecological civilization and can be served as a new way for sustainable development.Therefore, the combination of reality and theory, the marriage between culture and law is the inevitable way to realize ecological civilization. This paper attempts to reveal the inherent framework of environmental education legislation by analyzing the environmental education legislation in China, which will provide a theoretical foundation and practical ground for the ecological civilization and sustainable development.
