For the past few years, China’s economy has been developed at a rapid speed; however, it is accomplished at the expense of massive consumption of natural resources and environmental degradation. At present, China’s emissions of carbon dioxide and other gases are among the largest in the world. As a result, the international society, especially some developed countries, requires China to commit more responsibility of environmental protection, which impacts increasing pressure on Chinese government. Haze, heavy mental pollution, chemical contamination, and persistent organic pollution have turned into increasingly serious issues, some of which have led to mass incidents.In consideration of the increasingly serious issue of environmental pollution in China, in the18th National Congress of the Communist Party of China, the construction of ecological civilization has been written into the layout of the cause of socialism with Chinese characteristics. In the third Plenary Session of the18th CPC Cental Committee, CPC has made further explicit plan to accelerate the construction of ecological civilization. The precise of sound ecological environment is indispensable for China to accomplish the construction of comprehensive well-off society, the construction of environmentally friendly and beautiful China, as well as the rejuvenation of Chinese nation. Strengthening environmental protection should put the strategy of "education as foundation" into practice and be standardized by legal system. Since the mid-19th, a great number of developed countries have legislated environmental education act. For instance, the United States, German, and Japan have enacted the National Environmental Education Act. By contrast, in China, the legislation of environmental education still stays at the stage of exploration, the achievement of environmental education remains relatively underdeveloped, and the related laws and regulations are lack of systematicness and operability. Under the background of serious environmental degradation, it is imperative for Chinese government to take lessons from experiences of developed countries and consider China’s current situation, so as to enact the Environmental Education Law of the PRC, including the basic environmental education system, the design of the system, the legal responsibility of environmental education and the regulations of international cooperation and experience exchange on environmental education.
