| Ecological Compensation is one of the most important research in the current field of environmental protection in China. The essence of theory is to eliminate the external of eco-efficiency, to balance the private costs and the social costs through environmental protection and economic activities.On the basis of the study of the large number of domestic and international literature, the author pointed out the clear definition content, theoretical foundation, types and ways to implementation of ecological compensation. Through the ecological compensation case studies, the author found the reference meaning of the international practices, including adequate devotion of importance of the government, complete legal protection, various compensation functions and the active participation of the public and the other organizations.This article selected Yuyao&Cixi district in Ningbo City as a specific local realities for ecological compensation program. "Yuyao&Cixi" is an economically developed district. But the shortage of water resource in both quality and quantity has seriously restricted the region's sustainable development. Author used the ecological compensation theory on environmental water factors of Yuyao&Cixi district to achieve the realization of the value of ecological services. The program concluded encouraging the local degradation of rural organic waste, replacing fertilizer with organic manure, as well as the other environment-friendly behavior to water protection. The research has an obvious significance for the use of Ecological Compensation on the issue of water resources in the eastern China. |
