Shortage of water resource is becoming a main factor that influence and restrict sustaintable development of society in China, and will be an all-important problem of world environmental resource in 21 century. Water resource of Ningbo was difficult to adapt rapid development of economy and low efficiency of resource using. Scheme of resource was not reasonable and foundation of protection work of water environment was weak. Reformation of management system lagged and efficiency of adjustion was low and so on. When we investigated the status of water quality of main headstream and surface water, we found the water of headstream in other counties (lake and reservoir)were at entrophication of middle to high level and will increase with time, except for Yinxian, Fenghua and Ninghai. During "Ninth Five-Year Plan", the quality of surface water improved compared to "Eighth Five-Year plan", but phenomena of over standard was still serious. The main pollution index was dissolved oxygen and permanganate index and main polllution aera was plain river network. Lately, water quality of Yongjiang water keeped all right as a whole, and had an improvement trend with time. Since 1997, there was not V level water on whole river sect and 80% water can satisfy water function need. The water quality of plain river network was bad generally and belongs to water of III to V level. According to pollution index from bad to good, the order was Chixi river network > freshwater in town > Zhenghai freshwater > Yingxian river network > Beilun river network. Lake and reservoir were main headstream of drinking water, will be protected more and more hardly. It was expected that the quality of most lake and reservoir will be improved during "Tenth Five-Year Plan", but for lake and reservoir being developed for tourism, will threaten water quality of these headstream. The quality of surface water will be straightened to some extent as a whole, but that of very few distict was worsening. In 2000 ratio of reaching standard for surface water was only 65.6%, and main pollution factor wasCODMn.During 1998-2000, the discharged wastewater of whole Ningbo city was 2.17x108ton, in which wastewater discharged from industry was 1.11x108ton, and domestic wastewater was 1.06x108ton. The main aera of discharging wastewater was Ningbo town in 2000 and industry wastewater discharged from the aera was 61.4% of all industry wastewater. The mainindustries discharging wastewater were textile industry, chemical fibre manufacturing, paper making and paper goods industry, and food process industry. The wastewater discharged from four industries was 61.9% of all industry wastewater. The environment accepting pollution was Yongjiang Water, plain river network, offing sea aera and so on.On the basis of iabove nvestigation, we found that the main problem of headstream of drinking water was due to ineffective management, serious eutrophication, short of water resource, deterioration of water quality, getting water from river network and so on. The main problem of surface water was serious water pollution, bad establishment of sewage treatment plant and slow straightenment and so on.According to Tenth Five-Year Plan of Ningbo on environmental protection, with regard to headstream of drinking water, the suggestion was quickening leading water work; cancelling taking water from river; deploying water resource reasonably; preventing eutrophication from head; developing tourism rationally; protecting riverhead; saving water at first; saving and reserving water resource. We must take action to control surface water pollution, such as reducing pollution discharge; improving water environment; controlling new pollution strictly; promoting management of township and village enterprises; utilizing agricultural resource reasonably and so on.
