Sino-japanese Environmental Impact Assessment System For Comparison

Evaluation of environmental effect is a forceful system with which the law of tort is applied to environmental law. China has enacted law of environmental impact statement in October 2002 which is an important milestone for legalizing development of it. Law of environmental impact statement is approved in 1997 which confines human activities to limitation of environmental holding capacity. Evaluation of environmental effect strategic evaluation of environment of Japanese local government contains characteristics and guarantee of the public participation. Therefore China need to set up an authentic concept of evaluation of environmental effect, important macro-decision system, protecting mechanism for the public participation and avoid interfering from regional protectionism, so as to realize sustainable development of environment and economy.
