The alumina industry has been developed rapidly in recent years and has the capacity of 6 million tons per year. Red mud is the main solid disposal from the alumina production process. There has been 75,650,000m3 of red med which has no value for comprehensive utilization until now. The only handle manner is to build disposal areas. The most part of leached liquor is recovered for utilizing after the red mud slurry clarified. Only little permeates into ground and contaminates under ground water. At the present, these red mud disposals from alumina production enterprises in our country effect under ground water at different levels. The main reason is environmental influence has not been understood totally by people. And the reasonable estimation model can not be available. All this made the environmental influence can't be estimated before project construction, and corresponding preventing measurements for red mud disposal from permeating can't be taken either.This paper takes the main environmental contamination factor,which contains soda liquor as the research subject, according to practical experience from environmental management over ten years in Zhongzhou Branch Company of Chalco. It used mixing dissolving experiment to calculate the environmental capability (18m3) for under ground water to take up the soda liquor and determine 18m3 of the permitted maximum permeation amount for permeating-proof layer in red mud disposal. And the leakage coefficient K that is 7.79×10-14rn/s as L is 0.0005m for permeating-proof layer was also calculated to check the feasibility of permeating-proof measurements. A quantitative environmental evaluating model is established for red mud disposal based on this: verify a objective, choose a evaluating object, determine environment capability, establish evaluating model, check and ratify project measures and management measures.This model solved the problem from experience, analogy manner and conventional manners. Permeating-proof measures have better practicability, People has realized standard management scientifically. It can be used to give instructions for red mud disposal storage, to continuously build permeating-proof and to monitor under ground water and so on during production.
