Wastewater treatment and sludge treatment are the equally important and closelyrelated systems on solving the problems of municipal water pollution. With the rapiddevelopment of municipal wastewater treatment, the "quantity" and "quality" ofwastewater and sludge treatment need to achieve higher requirements.In this context, study on the evaluation methods on operation and management ofmunicipal wastewater treatment plants (WWTPs), especially on the quantitativeperformance evaluation methods, could not only provide a reliable basis toscientifically evaluate and control the operation of WWTP but also help find out thepotential factors which impact the operation performance. Furthermore, it couldpromote the operation performance of WWTP and maximize its value to society.In Accordance of the operation data of the nine WWTPs in Beijing in2008, somecontrastive studies on common evaluation methods of WWTPs were carried out,which includes the evaluation methods on operation management evaluation system,stability and rationality. Then, an analysis was also conducted base on the trend of theevaluation results.Adjusting the existing evaluation methods, this article divided the inspection dataof WWTPs into variable input variables, immutable input variables and outputvariables, and established the DEA model of WWTPs base on their actual operationand the principle of the combination of qualitative evaluation and quantitativeevaluation (leading), more objective, more reliable, more convenient, and morecomprehensive, etc. It tried to realize a comprehensive evaluation on relativeefficiency, quality and cost efficiency of the operation and management of WWTPs(i.e. the evaluation of relative quantitative performance).What is more, it providedsome suggestions about the modification of the variable input variables.According to both of national and Beijing wastewater discharge standards,theactual operation of the WWTPs in Beijing and the principle of comprehensiveness,objectivity, comparability, and accessibility, this article collected the averageelectricity consumption, water consumption, number of personnel as the evaluationindex of variable input; the total investment as the evaluation index of immutableinput; and the average removal rate of BOD5,COD, SS and TP, and the average dailytreated water as the evaluation index of output evaluation. It evaluated the operationof the nine WWTPs in Beijing in2008by DEA evaluation model and verified therationality and reliability of the evaluation model.At last, the article pointed out some problems in the actual management practiceof the sludge treatment and disposal of WWTPs in Beijing and China, which includedthat making wastewater treatment for the primacy but to neglect the sludge treatment,weak ability, unclear responsiblity, lack of whole process management and incoherence of management on wastewater and sludge treatment. To solve the issues,a whole process chain managerial strategy and a data platform was suggested to beestablished for the sludge treatment and disposal. It could make the sludge, from itsproduction, transportation to treatment and disposal, under well management andfacilitate to meet the target of reduction, stabilization and innocuity for the sludgetreatment and disposal in WWTPs.
