The technique of risk assessment for oil and gas pipeline has been a pop question for research in the near future. And analyzing the accident's consequence is a most important work when applying this technique. In the recent years, the safety position of pipelines is very critical in our country. These men who steal oil like to destroy the product pipeline because of the product have been used easily. Therefore, the third party destroying becomes a more and more important factor, which lead to accident of pipeline. Furthermore, if the product pipeline has leaked, will bring about some earthshaking losing and influence to the company of pipeline and the society etc. In order to accurately evaluate the hazardous degree of accident, researching the rule of the oil diffusing and evaluating the hazardous consequence when the product pipeline is having leaked are primary works in this paper.Firstly, the development background and application status of the technique of risk assessment for oil and gas pipeline, and the ABC of the theory for accident analysis have been introduced. Then, the diffuseness processes of oil product that have leaked in the accident of product pipeline have been discussed systemically. On top of these, the model of oil product streaming from orifice, the model of oil product jetting, the model of oil product evaporation, the model of oil sump enlarging, the model of oil product infiltrating etc, have been set up. After that, the factors that have an influence on hazardous consequence, and the hazardous mode of oil product that have been leaked, have been discussed systemically. The hazardous degrees of the region that oil product have leaked have been evaluated quantificationally. And the radiuses with various hazardous degrees have been demarcated.At last, with a view to the application status of the theory for accident analysis at home and abroad for the moment, a integrity system that have been used to evaluate the hazard when the product pipeline is having leaked, have been set up. On this condition, the software that has been used to evaluate hazardous consequence has been programmed.
