With the development of industry, various hazardous chemicals are increasing in China. Sudden environmental events occur frequently, which has a serious impact on human health and ecological environment. The safety and environmental issues of hazardous chemicals has been commonly concerned in society. Since the leakage of dangerous chemicals have three characteristics:sudden, harm, and uneasy control, strengthening preventive measures and protecting the safety of state property and people’s life have great significance. The denser cloud dispersion models are a mathematical model for predicting the consequences of the leakage of hazardous chemicals. The dispersion modeling capability of smoke cloud determines the reliability of the dispersion model results and further affects the emergency decision and effect deal. The models recommended by Technical guidelines for environment risk assessment on projects (HJ/T169-2004) are used to calculate the consequences of the leakage of hazardous chemicals in china. The results can be less reliable than those using the models recommended by the developed countries in Europe and the United States. In2009, State Department of Environmental Protection has decided to revise the guideline. In this study, typical domestic and foreign models were compared. The reliability of predicted results was studied, and the most reasonable model was determined.In this study, the Gaussian model recommended by the guidelines and the SLAB model and the ALOHA model recommended by the EPA are used to analyze and verify the reliability in the calculation of the leakage of dangerous chemicals. In the conclusion, the results using the SLAB model and the ALOHA model can be more reliable than those using the Gaussian model. The SLAB model can produce the most reliable results.In this study, the Concentration Averaging Time parameter setting method is determined, which parameter is often used in the denser cloud dispersion models. And the Burro experimental data was used to validate. The SLAB model is used to analyze and verify the parameter setting.According to Acute Exposure Guideline Levels, The risk grade of the accident area is divided and the range of influence is determined. It provided prevention measures and proposals for this region. Using the SLAB model, assessment of benzene leakage in the Dagushan industrial zone of Dalian is achieved.
