Partitioning functional districts of water protecting environment is a basic and applied work of water environment protection and water resources management. The environment of surface water in Jining City is contaminated these years. This has restricted the development of the regional economy and society. This paper is based on supervising data to qualitative analysis and fix quantify, then give a pilot study in partitioning functional districts of water protecting environment in Jining City. This text first put up the assessment of present water quality of the surface water in Jining City, the result indicates that the surface water in Jining City had been contaminated in different degrees. The main contaminations are organic types, the main contaminative criterions Chemical Oxygen Demand (CODer) and Biochemical Oxygen Demand (BOD5) are all exceeded the standards. The study indicates that the contaminated surface water mostly flow through the industrial city, especially in lining, Yanzhou, Qufu, and Zoucheng. The contamination sources mainly come from the corporation of paper making, chemical industry, coal, medicine etc. According to the Environmental Quality Standard for Surface Water (GHZB1-1999), the surface water in Jining City including 10 rivers and the Nansihu lake is divided into four types functional districts, they are functional district of drinking water, functional district of industrial using water, functional district of piscatorial using water and functional district of mix. Simulating concn field is a rational calculation to partitioning functional districts of water protectirLg environment. According to the fact, choose the one dimension water quality model to simulate concn field of the rivers, choose the two dimensions water quality model of the non-completely horn mixed type of lake to simulate concn field of the Nansihu lake. Take examples with the functional district of piscatorial using water from Yucheng to Xiyao on the Dongyu river, the functional district of industrial using water of the bayou of Sihe river entering the Nansihu lake to simulate the concn field of these two functional districts. The calculating results indicate that the choice of water quality models is appropriate to the facts, then the two water quality models can be used to do the further in-depth research work. One of the most important aims of partitioning functional districts of water protecting environment is calculating water environmental capacity to confirm the regional water environmental quality standard and the compositive contaminant discharge standard. Calculating water environmental capacity can also make sure the allowable waste water capability in a water environment cell, then to decide the most allowable waste water discharge gross of every contaminant sources in certain in impersonal condition. This practical application is also the most valuable point in this research work. Corresponding to the simulating concn field previously, choose the same water quality models to calculate water environmental capacity and the most allowable waste water discharge gross of every contaminant sources , then to ascertain the contamination cut project of every contaminant sources.
