Analysis Of China’s Air Pollution Control Policies

Atmospheric pollution is not only one of the biggest environmental problems which is affecting the survival of mankind, but also the inevitable result of extensive mode of economic development. Since 2010, the problem of atmospheric pollution in C hina is increasing seriously. Heavy haze weather, which has a great impact on the normal social production and living order, also has a serious impact on human health. The atmospheric pollution has been attached great importance to the whole society. In twentieth Century 70 years, China began to control atmospheric pollution. After years of practice management, China has formed a relatively perfect system of governance. To improve the quality of atmospheric environment and prevent further pollution, the policies were available in some kind. But the policy performance is not obvious. How to improve and innovation policies to improve the performance of the atmospheric pollution’s control policies is emergency. This paper analyzes the causes and the present situation of atmospheric pollution control policies in China, and study atmospheric pollution control policies’ history. Then introduce experience s in foreign countries, and puts forward some suggestions on policy improvement.Firstly, this article starts from the concept of atmospheric pollution; introduce the main atmospheric pollutant sources, the harmfulness to human health, ecosystem and the social production and living order. Based on the atmospheric pollution related data in 2013, analyze the current situation and characteristics of the atmospheric pollution of C hina.Secondly, from the perspective of environmental policy, follow the general pattern of environmental policy analysis, review the history China atmospheric pollution control policy, the current research C hina atmospheric pollution control policy objectives, policy system, policy, management system, and to analyze and evaluate existing policies.Thirdly, analysis the advanced experiences of the United States, Britain and Japan, atmospheric pollution control and the significance to C hina.Finally, put forward suggestions from the six aspects of policy objectives, management system, decision- making system, tools, management system and evaluation mec hanism to improve the C hina atmospheric pollution control and policy innovation.
