With deterioration of air quality, fog and haze phenomenon was significantly increased and the damage it caused was more serious. Fog and haze is one kind of atmospheric pollution which is caused not only by specific natural conditions but human activities. However the second cause is the dominant factor, such as industrial emissions, vehicle exhaust, winter coal, building dust, etc. Thus, efforts should be concentrated on controlling pollution sources, it is necessary to identify fog and haze causes. We choose to study social economic variables affecting air quality air in cities. The study we made is helpful to identify fog and haze causes, enhance rational knowledge of these causes, improving pollution control efficiency.Fog and haze, as a kind of public crisis event, have caused wide attention of researchers and the public. Public risk perception in crisis is not only affecting decision-making behavior of individuals but also fundamentally promoting or inhibiting economic and social behavior, and eventually influencing government decision-making process. So it is necessary to study public awareness and behavior reaction of emergency decision-making behavior in fog and haze crisis, which is helpful for government to understand public emergency decision-making behavior and improve decision-making level of crisis response.In this paper, firstly, we choose corresponding indicators among size of population, economic level, economic structure, urbanization level, number of motor vehicles, energy consumption and other factors to build correlation analysis and extract variables which have significant effect on urban air quality. Then a multivariate linear regression is made based on these variables. The analysis results show that per capita GDP and energy consumption per unit GDP have significant impact on urban air quality standard days. When GDP per capita has an increment of1000Y, air standard days increase2. When per unit of GDP decrease by0.1tons, air standard days increase5. This means that the necessary way to control fog and haze pollution and improve air quality is to transform mode of economic growth, improve quality of economic development, adjust structure of energy consumption, reduce energy consumption per unit GDP, etc.Secondly, based on the protective action decision model (PADM Model), fog and haze crisis’s influence on the protective behavior and decision-making is analyzed through questionnaire. The results show that the public have highly risk perception of fog and haze harmfulness, but there is a big difference between perception level and behavioral intention. In terms of fog and haze information acquisition, the public put more trust in national news website, social media, national or provincial TV stations and experts than local governments which reveals the urgency to raise credibility for governments. In addition, the public think government has main responsibility to control fog and haze pollution, the second are industrial and construction companies, the last is public individual. However, questionnaire shows that the public have high levels of protective behavioral intention in fog and haze crisis when they attributed the responsibility to public individual, which suggests that the responsibility of the public awareness will help improve efficiency of public participation in governance fog and haze.
