Research On A Comprehensive Governance Model Of The Houfang Creek Coastal Small Watershed Under The Background Of Beautiful Xiamen Construction

Small coastal watersheds abound in Xiamen city, with a total area of 939 square kilometers, making up of 60% of the city area. With the launch of “Beautiful Xiamen” strategic plan, Xiamen government is making efforts on promoting the overall development in politics, economy, culture and ecology of Xiamen City through the strategies of “building a grand gulf area mingled mountain with ocean, balancing urban and rural development and improving the urban quality”. However, water shortage, water quality deterioration, ecosystem degradation and a series of ecological and environmental problems in small watersheds of Xiamen slowed the pace of development. Therefore, the study of a scientific, rational and effective comprehensive governance model of small watersheds, which combined with the background of constructing “Beautiful Xiamen”, is significant for achieving the strategic plan of “Beautiful Xiamen”. The traditional management of small watersheds mainly focuses on some aspects of ecology, society and economy. While lacking of overall consideration on ecology, society and economy in terms of complex ecosystem, the treatment is hardly sustained. This thesis takes the Houfang Creek as the case for the study to explore the comprehensive governance model of small watersheds under the background of “Beautiful Xiamen Construction”. The main research contents and outcomes are concluded as below:1) After a sorting out and analysis of small watershed governance progress at home and abroad, based on analysis of systematics, integrating the related basic theories, and from the ecological system point of view, the project conducts research and analyze of the process of small watersheds comprehensive governance as the process of coordinate, control and manage of the 3 sub-systems of ecology, economy and society of complex ecosystem in the small watersheds; the project summarizes the concept of complex ecosystem of small watershed comprehensive governance, including characteristics, basic principles and strategies, and provides the theoretical guidance for the research of small watershed comprehensive governance model.2) Starting from the complex ecosystem theory, this thesis combines with the relationship between “Beautiful Xiamen Construction” with comprehensive governance of small watersheds, and discusses the concept of “Beautiful Small Watersheds” as a comprehensive approach to build “Beautiful Xiamen” and promotes it as an effective comprehensive method.3) Taking Houfang Creek small watersheds as a case, based on the collection of basic data of natural environment, socio-economy, and existing resources conditions and environmental problems, and draw on the successful experience of typical comprehensive SW governance model, and combines with SWOT analysis of SW and the idea of land and sea integration, this project is to develop a comprehensive governance model interconnects ecological tourism and small watersheds governance; and with the aim of building beautiful small watersheds, this project raises governance strategies from ecology, economy and society aspects, which are significant for the comprehensive governance of Houfang Creek small watershed.
