The Chaobai River Basin in the upper reaches of Miyun Reservoir is an important water conservation area in Beijing and Hebei.It is located in an arid area in the north.It has a large area of water and soil loss,faces a severe situation of little water and dirty water,which seriously affects the realization of the green and sustainable development goals of the river basin.In recent years,with the continuous optimization of the ecological governance system in Beijing and Hebei,the environmental improvement effect has been remarkable.However,due to the low enthusiasm of the people to participate in governance,the coordination problem between ecological governance and regional development still exists.Taking the upper reaches of the Miyun Reservoir in the Chaobai River River Basin as the engineering north background,this paper presents a model of combining management with development in order to control soil erosion,protect water resources and improve economy,in order to realize the small watershed green sustainable development goal.After field investigations and data collection,we sorted out the problems of point source pollution,non-point source pollution,social and geographic issues in the watershed,and used ArcGIS technology and remote sensing(RS)methods to analyze the geographic status of the small watershed;Four levels of pollution,social development,and geographic conditions determine the watershed functional area division indicators;use systematic cluster analysis to divide the watershed into three functional areas: "ecological restoration area,ecological management area,and ecological protection area";determine each functional area separately The governance objectives and governance measures of the Miyun Reservoir have been applied to the governance model of the ecologically clean small watershed upstream of Miyun Reservoir.Among them,the "ecological restoration zone" focuses on the implementation of bans and protection,and strengthens supervision and management and ecological restoration;the "ecological treatment zone" mainly focuses on environmental management and ecological restoration,and promotes regional economic development;the "ecological protection zone" mainly focuses on rivers The wetland system is the object to achieve the purpose of reducing soil erosion and conserving water sources.Through further calculation of economic,ecological,social and soil conservation and water storage benefits,the management of the ecologically clean small watershed in the upstream of Miyun Reservoir proved the feasibility of the governance model of this study.On the basis of basically achieving the goal of ecologically clean small watershed governance,improve regional economy,practice the concept of green sustainable development,improve people’s living conditions,reduce natural disasters,etc.,and provide theoretical basis for the construction of other similar ecologically clean small watersheds.
