Meal kitchen waste resource utilization project is in line with the goal of the national strategy of circular economy development and related industrial policy, to reduce environmental pollution and improve resource utilization rate by recycling the waste of resources and energy. Therefore, it is of great significance that promoting meal kitchen waste resource utilization will create environment-friendly and resource-saving society in Zhuzhou. So far, there has been not yet formed a recognized authority on the type of project evaluation mode in the meal kitchen waste resource utilization research.Most experts are more biased towards single technology research or evaluation of process economics, only a handful of multi-dimensional evaluation in terms of economic, social and environmental. But in order to ensure the accuracy of the actual meal kitchen waste utilization project investment decisions, the reasonable feasibility between construction and operation, it must standardize its project evaluation mode. Therefore, this paper will utilize methods to combining theoretical research and case study to seek suitable evaluation model for such projects, hoping evaluation findings provide the basis for the smooth development of the project about investment decision, construction, operation, etc., and ensure the objectivity, scientific rationality and feasibility of investment projects.Firstly, through the literature review, the paper analyzes the development status of domestic and foreign meal kitchen waste resources, Combined with the actual needs,it has proposed project evaluation ideas and content of meal kitchen waste resource utilization for its existing problems. Secondly, the project evaluation theories and methods are reviewed, it explained the meal kitchen waste utilization project evaluation related concepts and basic evaluation theory; and based on meal kitchen waste resource utilization actual situation and analysis of the project site selection, engineering programs,it have carried out economic, environmental and social assessment and used the analytic hierarchy process and fuzzy comprehensive evaluation to evaluate the meal kitchen waste utilization project. Finally, the paper will draw comprehensive evaluation conclusions and advance recommendations for improvement.
