Research Of The Public Policy On The Construction Of Ecological Civilization

With the development of globalization, industrial civilization has brought seriousecological crisis, ecological problems have evolved into a global ecological problems. To"anthropocentrism" oriented industrial civilization brings us the fruits of development, butalso caused serious environmental pollution and ecological damage. Is in the process ofindustrialization of China’s environmental problems are also growing, has come to seriouslyhit the bottom line of economic development and public health point. To solve environmentalproblems, we must vigorously promote the construction of ecological civilization. But theecological civilization will inevitably be conflicts between construction and economicdevelopment, handle the relationship between economic development and ecologicalprotection, and ecological civilization construction is heavy and difficult. And to build anecological civilization, the government must play a leading role. How can the government"as" in order to better complete the construction of ecological civilization is the goal of thisstudy.In this paper, insisting on the principle of linking theory with practice, standing on thestarting point of history and reality, with the current research scholars, the first theory toanalyze the connotation of ecological civilization and definition, lay the foundation forbuilding an ecological civilization; secondly elaborate related theoretical studies of ecologicalcivilization, then the government must prove to play a leading role in the construction ofecological civilization through government intervention theory. The second part of the thesisAngle locked in the government ’s public policy, through the analysis of the role ofgovernment plays in public policy, the existing system of ecological civilization, to analyzethe existing system of ecological civilization construction problems of public policy. Thethird part of the paper, through practice and effect of the construction of ecologicalcivilization developed and developing countries, research part， provide experience for theconstruction of ecological civilization in China. The last part of this paper, respectively, fromthe legal system of ecological civilization and the government ’s ability to govern two anglesto illustrate how to create a government public policy system; same time, through theestablishment of accountability mechanisms evaluation mechanisms and ecologicalcivilization construction of ecological civilization construction, so implement ecologicalcivilization construction, richer practical character.
