The water quality automatic online monitoring system of sewage treatment plant is a comprehensive online monitoring system, taking automatic online analyser as the core and the mobile communication as transmission media, and applying the new technologies of automatic measurement, automatic control and computers as carriers. The operational efficiency and data accuracy are the prerequisites, playing important roles in total quantity control, pollution charge and on-the-spot environmental law enforcement.Taking three state-controlled sewage treatment plants (Qinghe plant, Xiaojiahe plant and Cuihu plant) in Haidian District as the key research object, the paper made evaluation and research on the operation and management of the online monitoring system installed at the sewage outlet of the plants. The operation evaluation was developed based on the results of zero drift, span drift, precision, accuracy, recovery of standard addition and24-hours comparison experiment of practical water samples, in which the results of the comparison experiment were statistically analyzed with the significance and relevance analysis model. The management evaluation was the method of index system based on the fuzzy math, the factors of which were set by the main terms of the three "standards"The results of operation evaluation indicated that in the basic performance test the compliance rate of the monitoring instruments was high but the zero drift of ammonia nitrogen monitoring instrument of Xiaojiahe Plant didn’t meet with the standard; in the recovery test of standard addition apart from the COD Cr monitors of Qinghe Plant and Xiaojiahe plant met with the standard(respectively90%and87%), the other instruments were all not satisfying. In the24-hours comparison experiment, for the24CODcr and ammonia nitrogen test values of Qinghe plant, Xiaojiahe plant and Cuihu plant, there were respectively21,13and18laboratory test results higher than the instrument test results; combined with the average floating rate of relative error and the results of basic performance test, the monitoring instruments of Cuihu plant performed best, the Xiaojiahe plant performed secondly, and the Qinghe plant was worse. The statistical results further indicated that there were significant differences between the instrument method and laboratory method of the other two plants except for Cuihu plant; for Qinghe plant and Xiaojiahe plant, the CODcr values of instrument method were related with that of laboratory method, which can reduce error with the linear regression equation. Based on the results of operation evaluation, the paper inquire the problems in accordance with the instrument composition units and put forward the solutions from the three aspects of instrument model selection, operation and maintenance management, and regular monitoring.The results of management evaluation indicated that the operation scores of Qinghe plant was highest (73.7), followed with that of Xiaojiehe plant (70.7), and Cuihu plant was worst (69.6); as well the installation scores of the three plants were in the same sequence, Qinghe plant94.6, Xiaojiahe plant93.4and Cuihu plant93.1; the acceptance scores of Xiaojiehe plant, Qinghe plant and Cuihu plant were respectively96.7,95.8and94.0; the comprehensive scores indicated that the evaluation scores of the three sewage treatment plants were of "very successful" levels. But there were still some items with low scores, which stated that the management was not perfect. According to the results of management evaluation, the paper found out the problems and put forward solutions from four aspects of superior supervision, county level supervision, operation and maintenance management, and management standards. |
