Environmental problem is the current major issue in the world. The problems such as acid rain, ozone hole and the greenhouse effect which become more and more serious threat human normal production and quality of life. In the past, local governments in China developed economic without the consideration of protecting the environment and then caused environmental problems getting worse and worse. In the Seventeenth Party Congress, it Clearly puts forward that we should build resource-saving and environment-friendly society to achieve sustainable human development which fully reflects that our party and government get great importance to environmental issues.Environmental equity theory emphasizes harmony between humans and the environment, emphasizing the equal rights of using natural resources and enjoying clean, good environment. The environmental equity theory includes generational equity and intergenerational equity. Intergenerational equity refers to the equal rights on using natural resources, enjoying the clean environment and seeking survival and development between the present and future generations. Intra-generational equity refers that all of the generation have the right of enjoying the clean and good environment, regardless of nationality, race, gender, level of economic development and cultural differences on the use of natural resources. And they also need fullfill the duty. The theory and the strategic goal that the construction of resource-saving and environment-friendly society's are closely related. China's provincial and municipal local governments play important roles in the daily living environment and dominate in the process of preservating the environment. However, the strong sense of environmental responsibility, government rent seeking and other reasons led to environmental responsibility missing of the local governments in the process of economic development, causing our industry, regional, urban and rural environment and class inequities.In order to protect human's equal right of using natural resources and enjoying the clean, good environment right, local governments must fully implement the responsibility of environmental protection and management to achieve environmental justice. Therefore, the following measures must be implemented:to establish awareness of environmental justice, reform of local government assessment methods, to let environmental justice guide environmental legislation, to implement the recycling economy development model and encourage the development of new energy industry development, to establish ecological compensation mechanism, to establish a sound environment for a wide range of public goods and services supply mechanism, to improve public participation and environmental accountability.
