Producing chlorethylene is a classical chemical production. There are many hazardous which will be changes into accidents factors in the chemical production. The accidents may result into the stop of production, the breakage of devices, the great casualties, even generate affect to society and cause immeasurable loss. Therefore, it could prompt the development to chlorethylene production process, and safe production to apply hazard resources identification and risk assessment into chemical industrial. This paper firstly summarized the status of chemical production and risk assessment inside and outside of state, analyzed the characteristics of chemical accidents and found that the familiar accidents were explosion, poisoning, fire, burn, especially explosion was the stress. According to it, combining with the two types hazard resources identification theories, this paper brought forward the content of hazard resources identification, and the methods to identify the second type hazard resources from the chemical industrial craft process and devices breakdown using the system safety analysis. First, it analyzed every production units qualitatively by the hazard index evaluation of fire and explosion of DAO corporation, and found out the important units which needed to be further analyzed. Then according to the result, it brought forward the computation and classification methods for the risk degree of the main equipments of the important units to take the safe measures using the probabilistic risk assessment method. When trying to get the probability of the accidents, because that the probability of basic events were in short, this paper introduced the L-R type fuzzy numbers, and determined its tine type subjection function, and combined the fault tree with fuzzy theory to get the fuzzy probability of the accidents.
