This paper researches a method of quickly finding and discriminating the abnormal construction land type by using low-altitude remote sensing data and land administration data, according to the demand of nonprofit industry research and special topics——"Research of land dynamic monitoring surveillance technology"(201011015-1) from the Ministry of Land,and it aims to achieve the main target of the dynamic regulation of construction, and to resolve the problem that area land dynamic monitoring technology is week and it is difficult to promptly detect the issue of the construction project occupying the arable land.Construction land is a core element of urbanization and industrialization. Grasping the utilization of construction can effectively improve the utilization level of land resources and coordinate the contradictions between economic development and arable land protection. Compared with other aerospace remote sensing platforms, the altitude remote sensing platform, such as unmanned aerial vehicles and unmanned airship, has many advantages of mobile, real-time, low cost. And it can better avoid the influence of clouds and has the availability of getting high-quality image data. Meanwhile, in recent years, many land and resources department have carried out the multi-source spatial database of "a map", and owned rich resources of land administration data. Dynamic regulation of construction quickly and efficiently using by low-altitude remote sensing data and land management data will become a new technological means at the regional scale.A method of rapidly discriminating illegal type of abnormal construction land is proposed. Firstly the paper builds index system which discriminates the illegal type of abnormal construction land through analyzing a variety of existing land administration data and the requirements of lands regulatory. Next the paper determines to process the test data by using the overlay method of grid and designs a discrimination matrix to classify abnormal construction land by combining computer automatic discrimination and artificial discrimination. The main contents and conclusions of this research are as follows:(1Establishment of the index system of discriminating abnormal construction land type. The mode which the acquired changed polygons are manual confirmed by law enforcement officers by conventional methods of land dynamic monitoring is not highly effective. We can consider to use the rich land administration data to judge the nature of changed polygons in advance. Based on this, this paper applies the land administration data to the dynamic regulation of construction land through analyzing the variety of existing land administration data and the construction supervision services, and then establishes the index system of construction regulation. Simultaneously it filters the index for discrimination the abnormal construction land by combining with the features of GIS spatial analysis,.(2)Design of discriminating abnormal construction land type algorithm. According to the index of discriminating abnormal construction land type which is established, the paper designs a discrimination algorithm based on the construction changed polygons and chooses overlay method of grid by comprehensively comparing overlay of grid with overlay of vector. Meanwhile it binaries the raster data which are participating overlay analysis and builds discrimination matrix to simplify the process of analyzing and gets the result of automatically discrimination. At last the paper analyses the impact of two parameters, the grid resolution and size threshold, on the result of discrimination.(3)Achievement of discrimination method of abnormal construction land type. According to the discrimination method of abnormal construction land type which was designed by previous chapter, this chapter researches the specific implementation of this method. First, strategies of parallel and blocking are researched to process the standardization of test data to avoid the phenomenon of memory overflow and improve the efficiency of discrimination. Method of combination of automatic discrimination and artificial discrimination is proposed to improve the efficient discrimination of the illegal type of construction land.In summary, this paper uses the established discrimination index, and combines the designed discrimination matrix of abnormal construction land, and quickly spots the construction changed polygon by parallel processing technology and raster blocking through combining computer automatically discrimination and artificial discrimination, due to construction changed polygons has no attribute of the information of illegal type. The results show that this method can effectively compensate for the deficiencies of vector overlay method, and get a higher accuracy rate of discrimination. Compared with other monitoring methods, it is more efficient and is an effective exploration of new monitoring mode.
