The development of the network makes WebGIS a hotspot in the GIS research fields.WebGIS has provided a way for the different system to share and publish the data, but in the data interoperability and the function interoperability fileds, there also have many problems to be resolved.XML(eXtensible Markup Language)is proposed by W3C(World Wide Web Consortium),It's widely supported in the Internet nowadays.GML(Geography Markup Language)is proposed by OGC(OpenGIS Consortium),It's a geospatial data coding standard based on XML.The dissertation trying to apply XML into WebGIS to solve the problem of the data interoperability.At first,the dissertation discusses the concepts technology characteristic and development of WebGIS .Then by analyzing the problem existed in the traditional WebGIS, point out that WebGIS must be developed in a open way.Then, the dissertation introduces XML and relative technology, Mostly,it focus on the GML. GML adopts the general geospatial model and is strictly draft based on XML, this ensure that GML is a general communion language in GIS domain.Web Services is a hotspot in the network technology noadays.It's goal is to build a universal platform that can completely shields the difference among software platforms.The application of Web Services in WebGIS will completely change the construction schema of WebGIS.The problem of function interoperability among different WebGIS system will be resolved.J2EE is the best and mature framework that suits the Web Services nowadays, so the dissertation chooses J2EE as the system's web framework.At last, the dissertation design and implement a WebGIS that based on XML and J2EE, chooses Java as the implement language, takes "Software Design Rule" and "Design Pattern" into account when design the system.
