WebGIS is the production of Internet technology applying to GIS exploitation. GIS is being expanded with WWW , and is also becoming a general tool. But WebGIS is facing of a new challenge for the further development. It is perfectly essential for WebGIS to explore a kind of new technology, which can resolve the opening problem of WebGIS, and also can overcome the implicit limitation of Internet. XML is intituled a revolution in WWW field. It will remodel WebGIS in a creative way.The technical characteristics of WebGIS, and its developing status in quo are home analyzed in the dissertation. On the basis, It points out the new challenges WebGIS is facing of on data, issuance on internet, interoperation, excavation and management and so on. It also indicates that WebGIS must track the opening way, measuring up Open GIS regulations. The paper brings forward the ideality about geospatial data expression and interoperaion among WebGIS systems through XML.In this paper, WebGIS based on XML is deeply studied. It presents that it is fully possible for XML to describe complicated geospatial data structure. GML, geospatial model language based on XML, is the foundation of geospatial data expression. WIDL technic of XML makes it possible to interoperate among different WebGIS systems. The thesis proposes a novel idea about how to express geospatial data with RDF, an application standard of XML.The paper constructs a system structure model of WebGIS application based on XML, especially, it makes the application system flexible and exoteric with middle moveable agent. It presents a rounded and constructive scheme, sets out instance, to show the constructive process and technical method about graphics display on browser of WebGIS application.
