The Agricultural Extension System In Heilongjiang Reclamation Research

After 60 years of development ,The Heilongjiang reclamation area basically formed a complete mechanism and a large contingent of agricultural system. It play an irreplaceable role in its scientific and technological achievements of the Heilongjiang Agricultural Reclamation transformation and the modernization of agriculture and build contribution to the"agriculture, countryside and peasants"and the socialist countryside economic development. Heilongjiang reclamation area into agricultural extension has a high scientific and technological achievements, with a prominent effect in the demonstration area , a large scale of technology supporting, great attention to the training of agricultural extension grassroots officers and agricultural extension model household and strict management of the agricultural extension. But there are also problems such as the slow promoting the concept , a one-way transmission of information and organizational development, inadequate promotion of fund management, with an unreasonable extension workers to promote the models and so on . So,the Agricultural Extension System in Heilongjiang Reclamationis imperative.In this paper, specification and empirical research combined with other qualitative and quantitative research methods, summarized the U.S. experience in agricultural extension, agricultural extension system in Heilongjiang Reclamation of the status, characteristics and problems of rice in cold high yield through technology promotion cases, reflected in Heilongjiang the characteristics and problems of agricultural extension. And on this basis, this paper proposed Agricultural Extension System in Heilongjiang reclamation proposal.To improve the agricultural extension system in Heilongjiang reclamation area, we must first change the concept of agricultural extension, the generalized concept of agricultural extension; Second, to strengthen the agricultural extension organizations, it is necessary to attach importance to the Government in the promotion of the dominant position, but also attach importance to the diversification of agricultural extension organization development, especially the farmers self organizations; again, rich content of agricultural extension, agricultural training from the ecological, farmers training and education of young people living several aspects; Fourth, to strengthen the management of agricultural extension, the legal system of agricultural extension, institutional, financial, all aspects of personnel management; Fifth, strengthen the agricultural extension demonstration zone; Sixth, the establishment of participatory agricultural extension model.
