Since 2003, under the impetus of government and relevant departments, agricultural insurance set off a new round climax of exploration and practice in China. There are several major operating mode such as Shanghai Anxin, Heilongjiang sun mutual, Xinjiang China United, Zhejiang and Beijing mode. AnHua company came into being in such a Background.As the first commercial agriculture insurance companies in China, AnHua company actively explore the "three rural" development status and operating mode of agricultural insurance which meet the Jilin Province practice. The company has achieved initial success, and its role to support and benefit farmers continue to be strengthened. Practice shows that the business model of AnHua agricultural insurance company has become one of representative and feasible model of China's agricultural insurance operations. But because of many obstacles, we need to continuously improve the model to ensure the sustainable management and the sustainable development of the company. At present, the company exist two main aspects of problems, the external policy environment and internal technical aspects. From the perspective of external policy environment, mainly the lack of the necessary legal protection, financial subsidies and tax incentives are not sufficiently strong, risk spreading mechanism has not really build up and weakness of sense of social risk. From the perspective of the technical point within the company,As the special nature of agricultural insurance, in the actual course of business, there are many difficulties, such as the premium, the rates, on-site survey and the product development. The business process design and control is still not perfect, the risk prevention side also lack the necessary scientific measures. At the same time , the shortage of talent who has the strongly ability of insurance and the policy level, while fully understanding of the agriculture,rural and peasantry, are largely restrict the further development of the company.Through the analysis of agricultural insurance management model and its characteristics, restrictions and problems from exterior and interior two perspectives, provide comprehensive solutions and improvements for regulation arrangement, capital support, policy integration, risk prevision systems as well as company operation aspects like market expansion, channel management, risk control and so on., aiming at improving the management of agricultural insurance of AnHua Company.Agricultural insurance, as a rural area support policy and an agricultural risk managing mechanism, meeting the demand of native insurance market, will get more and more support from government, society and insurance companies. The practice on agricultural insurance of AnHua Company has accumulated plenty of experience, while it also need to keep on improve the solutions for agricultural developing restrictions in order to form our own agricultural management model suitable for our own nation.
