With the further development of world economic globalization, economic and cultural relations are more and more closely, showing a trend of economic and cultural exchange. Joint venture is conducting cross-cultural management, different cultures within the same enterprise mingle and collide. When discuss the management of joint ventures often need to consider the problems arising from cultural differences,which will become an important factor and influence the joint venture success or failure. Meanwhile, the scientific performance management can improve organization and employee performance, enable enterprises to achieve its strategic objectives, especially for joint venture, base on different cultural backgrounds, how to enhance the level and quality of performance management in the theory and operation levels, has a positive and far-reaching significance. At present, Joint venture grow up rapidly and have become an important part of economy in the China. But cultural conflicts are more and more serious in Joint venture and block the development of joint venture. Therefore, under cross-cultural study of performance management become an important part of management, whether to find the meeting point between culture and performance management, are related to the company's continued growth and development.The present paper conducts theoretical and empirical research on Sino-foreign joint venture in terms of tow key elements as cultural difference and performance management. First of all, made an overview of performance management, cultural conflict, conflict management, cultural integration and other related theories; Secondly, describe the joint venture of the complex cultural environment, pointed out that the many problems caused by cultural differences and build the cultural impact of the joint venture framework; then pointed out the performance management of cultural issues in Joint venture, using Hofstede culture model, analysis the relationship between the cultural differences and employee performance factors and performance management process; later analysis the cultural differences impact on the performance of the process; then put forward the dimension of cultural integration in performance management, and according to the questionnaire and using factor analysis build the culture integration of performance management evaluation system; Finally, by an example of cultural integration evaluation in performance management to draw conclusions. Through this study, this paper can enrich contents and methods of research about the culture and performance system and guide the joint venture management.
