Petrochemical industry is one of pillar industries of the national economy, which occupies an important position in the national economy. The current Chinese petrochemical industry is in a rapid development period. In recent years, China's petroleum enterprises of major production safety accidents have occurred, this shows that the safety management of petrochemical industry is still not perfect and security risk has not been effectively controlled.This article takes an oil production plant of LiaoHe Oilfield as an example, analyzing the risk in the safety production and management from the angle of human, machine, environment factors. Using fuzzy comprehensive evaluation method based on analytic hierarchy process to evaluate the present situation of the production safety management of the whole oil production factory. Applying analytic hierarchy process on the determination of indexes, the entire oil production plant is divided into four aspects of people, equipment, management, environment to analyze. In order to ensure the accuracy and comprehensive of the analysis, The entropy method is added to this fuzzy comprehensive evaluation to prove the results. And according to the evaluation results, Improving suggestion is put forward from technology, organization and management in safety production. In order to guarantee the management more standardized, scientific, advanced prediction to realize the management, a sound HSE management system is created and the system structure, operation mode and the principles we should follow is confirmed.
