The continuous deepening of the reform of the economic system has provided the unprecedented opportunities for the development of the small and medium-sized enterprises. The healthy and fast development of the small enterprises in Puyang has contributed a lot to alleviating the employment pressure in Puyang, maintaining social stability, boosting the growth of the large and middle enterprises, increasing the local financial revenue and so on. But due to the external environment and the internal management defects, the development of the small enterprises in Puyang is subjected to serious restriction. Especially the small enterprises have neglected the effects of the financial control in the aspects of the improvement of the level of the enterprise management, the promotion of the enterprise competition ability its long-term development. This, to a certain extent, has weakened the anti-risk ability of the small enterprises and affected the survival and development of the small enterprises.Through questionnaire, this article has carried field survey of the financial condition of the small enterprises in Puyang and revealed the problems of the financial control in the small enterprises in Puyang, for example, the backward concepts of financial management, the poor financing ability, the weak ability of investment and financial control, the deficiency of the financial personnel's professional knowledge and ability, and so on. Through the further analysis of the internal and external reasons beyond the problems of the financial control, together with the reality, from the aspects of the external supporting environment and the enterprise itself, this article provides suggestions and countermeasures by putting forward how the small enterprises in Puyang can make better use of the financial management to cope with the prominent financial problems and to avoid the enterprises financial risks, therefore, leads the small enterprises in Puyang to a healthy and sustainable way and makes due contribution to the comprehensive harmonious and sustainable development of the economic society in Puyang from nine aspects in details:to strengthen the supporting power of the government, to develop the strategic alliance between the small enterprises, to expand the development space of non-governmental financing, to strengthen the introduction of the professionals, to construct scientific financial management system, to harden the basis of the operation asset management, to improve the investment decision-making management, to enhance tax-planning and to broaden the channel for enterprises to raise funds.There are many literatures on the financial control problems of the small and medium-sized enterprise, but a few on the financial control problems of the small enterprises especially in Puyang, Henan Province. This article makes a survey of the financial condition of the small enterprises in Puyang through questionnaires, statistics and the combination of the theory and the practice, in order to reveal the problems of the financial management of the small enterprises in Puyang and their deep causes and on this basis, combining the reality of the small enterprises in Puyang, explores the ways to cope with the financial problems of the small enterprises in Puyang and provides some valuable and practical suggestions on the development of the small enterprises in Puyang and other area of Henan Province.
