Low concentration, numerous small-scale enterprises make the profit level of seed industry is hard to increase. While in the developed countries, with the higher industry concentration and perfect production chain, a number of world leading seed companies have come to the for, and develop with the trend of large scale and globalization.With analyzing world seed industry features, the development history, and the future trend of seed industry, this paper point out the gap of seed industry within China and the developed countries, and found many problems in China seed industry:such as seed enterprises are numerous and small-scale, management is not standard,, more government's intervention, less market-oriented operation, short of talents, brand consciousness weakness, and low industrialization etc..Global economic integration is inevitable tendency of world economy development. Chinese seed industry is still in the primary stage of marketization, we have to face the huge threat and challenge together with many chances. After analyzing the development tendency of Chinese seed industry and our agriculture produce situation,, the conclusion is that industrialization is the only way for Chinese seed industry development to meet the challenge and seize the opportunity. Where after, this paper is around establishment chinese seed industrialization mechanism to provide some propose and measures:improving technology innovation, strengthening market competition, improving breeding, production and sale integration, more support in seed policy, perfecting supervise and management system, optimizing seed industry environment, improving agro-technical service, and establishing seed industry risk security system.Chinese seed industry developed and strengthened in those years, especially a number of private seed enterprises emerged quickly headed by Origin Seed Ltd. While all of them still lags fairly far behind world developed seed companies.
