Nowadays in China, differential endowment insurance systems are implemented between the staff of public institutions and employees of urban enterprises. This kind of division conduces to a serious imbalance in interests and triggers off considerable social conflicts. What's more, it is detrimental to the development of social harmony and stability, and finally hinders the establishment of a complete social security system. In the meanwhile, the reform on system of retirement insurance in enterprises has been conducted for more than ten years and obtained significant achievements. However, the reform on the endowment insurance system in public institutions is still at the initiative stage and lags behind the enterprise reform badly. Under this circumstance, speeding up the reform on the endowment insurance system in public institutions and establishing an equal and unified endowment insurance system for employees of both urban enterprises and public institutions in China are not only the responses to the significant tendency in reform and development of the endowment insurance system worldwide, but also represent one of the purposes to build a harmonious socialist society.In this context, the thesis firstly discusses the status quo and existing problems as well as rationales behind regarding the endowment insurance system of public institutions in China from the perspective of history and development on the basis of retirement insurance theories. Then, the thesis conducts an investigation on the practices of the reform on the endowment insurance system in certain experimental units in China and studies relevant systems in typical foreign countries. Under this background, the thesis finally provides suggestions on Chinese reform of the endowment insurance system in public institutions based on successful experiences in both China and typical foreign countries. |
